Vision is the long term goals, such as aiming to become the market-leader, or in IT terms something like working towards entirely web-based access-anywhere working.
Establishing a clear vision enables the leaders to ensure that all decisions are ultimately leading towards the vision. The strategy details how this vision will be achieved, such as rules for standardisation or technologies used. Plans define the actual work, such as implementing a product or service.
Many IT departments try to define the plans or the strategy without a clear vision or strategy, this bottom-up approach means that IT is trying to lead the business, not the other way around. This results in IT and the business always being out of sync.
